Joint Venture in Form von Modulen : Optimierung von Strukturen und Ressourcen ; Zusammenarbeit von Zentralbibliothek und Institutsbibliotheken im zweischichtigen Bibliothekssystem der Universität zu Köln

  • Wie kann die Zusammenarbeit von Zentralbibliothek und dezentralen Campusbibliotheken an der Universität zu Köln optimiert werden? Dieser Frage geht die vorliegende Arbeit nach. Sie bewegt sich damit im Themenkomplex der Organisationsentwicklung von Hochschulbibliothekssystemen mit der hauptsächlichen Ausrichtung auf die Organisationsform der funktionalen Einschichtigkeit. Im theoretischen Teil werden zunächst die Begrifflichkeiten Ein- und Zweischichtigkeit definiert und deren Beziehung zueinander im historischen Kontext beleuchtet. Neben der definitorischen Abgrenzung werden dann anhand von drei ausgewählten Beispielen Entwicklungen und Reorganisationsprozesse im Umbau von zweischichtigen Bibliothekssystemen analysiert und gegenübergestellt (Marburg, Heidelberg, Frankfurt). Dann wird das Bibliothekssystem der Universität zu Köln näher betrachtet. Dort ist die Dezentralität noch stark ausgeprägt: es existieren ca. 145 dezentrale Bibliotheken, sie verfügen zusammengenommen über ungefähr die Hälfte des Print-Medienbestandes im Gesamtsystem. Eine Strategie für das gesamte universitäre Bibliothekssystem zu entwickeln ist insofern schwierig, da hier unabhängige Partner in ihren Teilbereichen selbständig agieren. Mit der Gründung von gemeinsamen Fachbibliotheken wurde und wird seit längerer Zeit versucht, die unabhängigen Partner durch den Abschluss einer vertraglichen Vereinbarung zu mehr Koordination und Kooperation zu bewegen. Die Etablierung der 'Marke' gemeinsame Fachbibliothek und mit ihr die Entwicklung erkennbarer Standards im Hinblick auf Beschaffung, Katalogisierung und Zugänglichkeit ist jedoch nach heutigem Sachstand nicht umfassend geglückt. Deshalb wird im praktischen Teil der Arbeit untersucht, inwiefern es möglich ist, durch eine bestimmte Form der Kooperation – das Joint Venture – in einzelnen Bereichen systemische Verbesserungen zu erzielen, um die Forderungen der funktionalen Einschichtigkeit besser erfüllen zu können. Es werden dazu explorative Leitfadengespräche mit Experten aus zwölf Bibliotheken / Abteilungen an der Universität zu Köln geführt. Im Rahmen der durchgeführten Evaluation wurden nur zwei bibliothekarische Arbeitsbereiche identifiziert, für die es sich lohnen könnte, universitätsweit breit angelegte Kooperationsstrategien in Form von Joint Ventures zu entwickeln. Es handelt sich hierbei um die beiden Kooperationen Zeitschriftenerwerbung und Katalog. Daran zeigt sich sehr deutlich, dass die digitale Wende zentrale Versorgungsstrukturen begünstigt. Generell ist es notwendig, die Aufgabenbereiche in den zentralen und den dezentralen Bibliothekseinheiten strategisch zu planen, damit die optimale Literaturversorgung am Campus weiterhin gewährleistet werden kann.
  • How can cooperation between the central university library and independent institute libraries at the campus of the University of Cologne be optimized? The present study focuses on this question. It thus deals with the complex topic of the organizational development of university library systems with a special attention to the organizational form of functional one-track or centralized systems (funktionale Einschichtigkeit). In the theoretical part of the study, the concepts of two-track library systems and one-track library systems are defined and their relationship to each other is examined in historical context. In addition to the conceptual distinction of library systems, three selected library models (Marburg, Heidelberg, Frankfurt) are examined in order to analyze development and progress in the structural reorganization of two-track library systems. A closer look at the library system of the University of Cologne is taken subsequently. Decentralization enjoys a very strong position there: about 145 decentralized libraries exist; together they hold about half of the print media stock within the entire library system. It is difficult to develop a strategy for the complete university library system because independent partners – in terms of staff and finance – are acting individually within their areas. Attempts to motivate the independent partners to engage in more coordination and cooperation lead and led to the establishment of joint professional libraries (gemeinsame Fachbibliotheken) which are based on a contractual agreement. However, the foundation of joint professional libraries was only partly successful with regard to the development of recognizable quality standards particularly in the fields of acquisition activities, cataloging and accessibility of media. Therefore, the practical part of the study investigates an alternative approach to cooperation. Is it possible to achieve systemic improvements in certain clearly limited fields of library work through a certain form of cooperation - the joint venture - in order to meet satisfactorily the requirements of functional one-track systems? Experts from twelve decentralized libraries and departments of the central library at the University of Cologne gave their viewpoints in guided interviews. The evaluation of the interviews could identify only two fields of library work, where it would be worth engaging in developing large-scale cooperative strategies by way of joint ventures. Journal acquisition and cataloging had been identified as promising fields of activity. This shows very clearly that digital change favors centralized supply structures. In general, it is necessary to plan strategically the areas of responsibility within the central and decentralized library units in order to ensure the optimal supply of literature and information on the campus of the university.
