Bibliothekarische Angebote für Asylsuchende und Geflüchtete : eine exemplarische Untersuchung des Entwicklungsstandes in öffentlichen Großstadtbibliotheken Nordrhein-Westfalens

  • Bibliotheken verstehen sich zunehmend als Partner im Spannungsfeld zwischen Integration und Inklusion in Deutschland, das sich seit 1960 stetig zu einem multikulturellen Land entwickelt. Die zahlreichen Initiativen von öffentlichen Bibliotheken seit dem Anstieg der Asylbewerber und Geflüchteten in Deutschland bieten Anlass, diese zu untersuchen, um zu überprüfen, inwiefern öffentliche Bibliotheken angemessene Angebote entwickeln und umsetzen, um damit ihrem gesellschaftlichen Auftrag gerecht zu werden. Die vorliegende Arbeit soll die Frage nach der Rolle, die Bibliotheken für die Zielgruppe letztendlich ausüben, beantworten. Dabei ist ebenfalls von Interesse, wie Bibliotheken auf die gesamtgesellschaftliche Entwicklung hin zum verstärktem sozialen Engagement eingehen. Öffentliche Bibliotheken bieten als neutraler Ort für diese Zielgruppe eine Vielfalt an Möglichkeiten, vom Informationszugang bis hin zu Spracherwerb, sowie der Möglichkeit eines Aufenthaltsortes zum Austausch und zum Lernen. Da Asylsuchende und Geflüchtete als Randgruppe bisher wenig Beachtung in der bibliothekarischen Auseinandersetzung der letzten Jahrzehnte finden, wird die Ausgangsituation innerhalb der Interkulturellen Bibliotheksarbeit Aufschluss über Anknüpfungspunkte und Entwicklungsbedarf für mögliche Angebote geben. Die Ausgangsbasis für die Untersuchung bildet ein Kriterienkatalog mit vier Handlungsfeldern, der auf den grundsätzlichen Zugang zu bibliothekarischen Angeboten, die Informations- und Medienversorgung, die Bibliothek als Dritter Ort für Projekte, Veranstaltungen und Kooperationen und das Personal eingeht. Die jeweiligen Kriterien stützen sich dabei auf die Analyse der Zielgruppe und dem damit verbundenen gesellschaftlichen Auftrag der Bibliotheken, sowie auf die wesentlichen Positionspapiere und Richtlinien der wichtigsten bibliothekarischen Institutionen als auch die aktuelle fachliche Diskussion. Der barrierefreie Zugang zu Angeboten ist dabei gemeinsamer Konsens. In den neun untersuchten Großstadtbibliotheken Nordrhein-Westfalens zeigt sich jedoch insgesamt, dass es Barrieren im Zugang zu relevanten Angeboten über eine reguläre Mitgliedschaft gibt. Im Vergleich zu den Best Practice Beispielen in Deutschland fällt dies negativ auf. Auch im Bereich des mehrsprachigen Zugangs zu Medien und Informationen zeigen sich Defizite, die mit Lösungsansätzen verknüpft werden. Dennoch können die Großstadtbibliotheken die Zielgruppe mit inklusiven Angeboten, die größtenteils auf der starken Zusammenarbeit mit Ehrenamtlichen basieren, erreichen. Es zeigt sich, dass die Bibliotheken dabei ihre Rolle in der Ermöglichung der Partizipation der Gesellschaft verstärkt. Zudem zeigt die Untersuchung auch, dass die Bibliotheken ihren sozialen Auftrag durch emanzipatorische Angebote für die Zielgruppe erweitert. Ein Ansatz, von dem auch weitere Zielgruppen in Zukunft profitieren können.
  • Increasingly libraries see themselves as partners in tension between integration and inclusion in Germany, which is steadily developing into a multicultural country since 1960. The numerous initiatives of public libraries since the increase of asylum-seekers and refugees in Germany give reason to examine to what extent public libraries develop appropriate services to do justice to their social mission. The present work deals with the question of what role libraries should play for the target group. Besides, it is also of interest how libraries face the development of reinforced social engagement in the society. Public libraries are neutral places and can therefor offer a variety of possibilities to the target group, from access to information up to linguistic acquisition, as well as the possibility of a place for exchange and studying. As a marginal group asylum-seekers and refugees receive little attention in the library discussion of the last decades up to now. So, the starting point within the intercultural work in libraries will provide insight about connecting factors and development needs for possible services. The study is based on a catalogue of criteria with four fields of action, which will discuss the basic access to library services, the supply of information and media, the library as “third place” for projects, events and cooperations and finally staff in libraries. The respective criteria rest on the analysis of the target group and the social mission of libraries which is linked to the target group, as well as the essential position papers and directives of the most important library institutions and the current professional discussion as well. Besides, general access without barriers to services is common consensus. Though, the examination of nine big public libraries of North Rhine-Westphalia indicates barriers in the access of relevant services beyond regular membership. This stands out negatively in comparison to best practice examples from Germany. There are deficits in multilingual access to information and media as well which will be demonstrated with solution approaches. Nevertheless, big public libraries can reach the target group with inclusive services which are mainly based on the strong cooperation with volunteers. It shows that libraries are strengthening their role in enabling the participation of the society. The study also shows libraries are expanding their social mission through emancipatory services for the target group. This approach can be a benefit for other target groups as well.
