• Bibliotheken sind ein wichtiger Bestandteil in der Entwicklung moderner, demokratischer Gesellschaften. Jedoch können aufgrund zahlreicher Defizite sowohl einzelne Bibliotheken als auch die Bibliothekssysteme in Entwicklungsländern ihrer bedeutenden Rolle nicht gerecht werden. Die Förderung und Beratung dieser Einrichtungen durch Institutionen aus entwickelten Ländern gewinnt daher in der globalisierten Welt, die sich zugleich durch neue technische Entwicklungen stetig verändert, immer mehr an Bedeutung. Für die Bibliothek der Friedrich-Ebert-Stiftung, die als Abteilung einer international tätigen Nichtregierungsorganisation erste Erfahrungen mit der Unterstützung und Beratung der Bibliothek der Chama Cha Mapinduzi in Tansania gesammelt hat, eröffnen sich damit Perspektiven, die bibliothekarische Beratung in Entwicklungsländern als reguläres Tätigkeitsfeld in ihrem Produktportfolio zu verankern. Die Beratung stellt nicht nur eine Erweiterung des Aufgabenspektrums dieser historisch-wissenschaftlichen Spezialbibliothek dar, sondern kann zugleich als neues Instrument in der Auslandsarbeit der Friedrich-Ebert-Stiftung etabliert werden, das sich an unterschiedliche politische Partnerorganisationen in Entwicklungsländer richtet. Schafft die FES-Bibliothek die notwendigen internen Voraussetzungen, dieses Tätigkeitsfeld auf Dauer zu implementieren, kann sie von der damit verbundenen verbesserten FES-internen Vernetzung profitieren und zugleich einen kleinen Beitrag zur Entwicklung von Bibliotheken in Entwicklungsländern leisten.
• Libraries are important components for the development of modern and democratic societies. Due to a number of problems both single libraries and library systems in developing countries are not able to cope with their important tasks. Thus, supporting and consulting activities delivered through institutions from developed countries addressing these library institutions become more important in a globalised world that continues to change permanently as a result of technological developments. The Library of the Friedrich Ebert Foundation was able to gain some basic consultancy experiences during its participation in supporting activities for the development of the Library of the Chama Cha Mapinduzi in Tanzania. As part of a world-wide operating non-governmental organisation the FES Library has the chance to establish library consulting services for institutions in developing countries as a regular part of its activities. This would not only lead to an upgrading of the field of action of this special library but also might be implemented as a new tool for the international work of the FES that aims at different political institutions. If the FES Library manages to handle the inter-organizational preconditions for the permanent implementation of this consulting activities, it might also somewhat contribute to the development of libraries in developing countries.
